upimac ceoWelcome to our 2013 Annual Report. The theme for the year is “Civic Education for Effective Participation of Ugandan Citizens” The theme reflects UPIMAC dream of a coordinated, harmonised and effective Civic Education in the country. Three of UPIMAC programmes implemented in 2013 namely Establishment of the Civic Education Resource Centre Project and the Community Based Intervention Project funded by Democratic Governance Facility (DGF) as well as the Local Development and Social Cohesion in Northern Uganda Project funded by UNDP are in line with the above theme. Uganda Human Rights Commission (UHRC) initiative of putting in place a National Civic Education Policy will go along way in enabling us achieve our dream.

During the year, UPIMAC reviewed and developed a five year Strategic Plan – 2013 - 2017 focusing on promotion of Good Governance, Human Rights, and Gender Mainstreaming, Reduction of HIV/AIDS prevalence among disadvantaged groups and increased networking and collaboration among stakeholders. All the three programmes implemented over the year are in line with the Strategic Plan main focus.

In that regard, we extend our sincere appreciation to Democratic Governance Facility (DGF) donors (Austria, Denmark, Ireland, the Netherland, UK, Norway, Sweden and the Delegation of the European Union) for funding our two major programmes the Establishment of the Civic Education Resource Centre Project and the Community Based Intervention Project. We also thank the United Nation Development Programme (UNDP) for funding the Local Development and Social Cohesion in Northern Uganda Project.

We would like to appreciate all our partners in the year 2013. Special thanks go to the two committees namely the Technical Working Committee (TWC) and the Resource Centre Steering Committee (RCSC) made of different stakeholders who supported us in the development of Civic Education Curriculum to guide the conduct of civic education in the country. The state and non state actors thank you for your collaboration in developing the civic education curriculum and the supporting materials. Specifically, we thank UHRC, IGG, EC, Office of the Prime Minister, NLU, ULS and NCDC who worked tirelessly as a team to produce civic education curriculum and supporting civic education materials such as manuals, posters and the fliers.

In a special way we would like to thank DGF partner organisations and district partners (district officials, CBOs and social groups) for supporting and working with our teams at the district level and in the communities in rolling out civic education programmes in their respective districts of operation. This is in line with our focus of increased networking and collaboration among stakeholders.

To UPIMAC family, thank you for the spirit of team work and commitment towards the organisation. As we begin the year 2014, the year of celebrating the 15th anniversary, let us consolidate the achievements and reflect on challenges in the past years. The theme for the year will be “Taking Stock of the 15 Years”. Wishing you the best of 2014.
