Introduction

Land is a factor of production from which a significant majority of the population directly derives a livelihood. Uganda covers a total land area of approximately 241,139 square kilometers with favorable tropical climate and average air temperature ranging from 18 to 28 degrees centigrade. It is endowed with rich soils and vast natural resources including oil. The country has a relatively young population with about 60% below 18 years of age and the total population estimated at 35 million people of which 51% are female.

Land is key in all efforts of transformation. The right to land ownership and use among others are the most important areas in transformation and national development. Although most people are aware of the existence of the land laws, there is relatively little awareness of land sector institutions and procedures.
