The terms “Governance” and “Good Governance” are increasingly being used in people’s day to day lives. Strong arguments are commonly held that without “Good Governance”, the poor and the developing countries cannot achieve economic growth and development. Bad governance is increasingly being viewed as the main cause behind all ills confronting many societies. Major donors and international financial institutions are increasingly basing their aid and loans on condition that Good Governance reforms are undertaken. By linking governance as a  condition for development aid, the international donor community has given prominence to governance issues.

Good Governance is specified as one of the targets of the Millennium Development Goals (MDGs). Uganda as a country has embraced MDG as a development framework and has accordingly developed Vision 2040, a national development plan, and medium term expenditure framework to pursue and operationalise the development agenda. Government has put in place a legal and institutional framework to enhance transparency and accountability in managing public affairs.

Good Governance promotes the state capacity to fulfill its responsibility and provide both needs and rights based services to the public. It further promotes accountability and transparency to ensure that services are accessible and acceptable to all.The Democratic Governance Facility (DGF) Baseline Study on democracy, human rights and accountability of July 2013 among other recommendations, recommends the need to enhance education on Good Governance and Human Rights


The aim of this module is to promote Good Governance and empower citizens to hold their leaders accountable at all levels.


By the end of this module, you should be able to:

  1. Define the term Good Governance;
  2. Identify characteristics/pillars of Good Governance;
  3. Explain the importance and functions of Good Governance;
  4. Explain ways of establishing Good Governance;
  5. Demonstrate the understanding of Service Delivery; and
  6. Describe Good Governance and Service Delivery at different levels
